Turkey established the Halal Accreditation Agency (HAK) very recently as an indication of the value that Turkey attaches to the halal trade. HAK is a legal entity with administrative and financial autonomy, and affiliated to the Ministry of Trade. Turkey is ready to halal documentation processes with its know-how, proficiency and experience on accreditation and documentation services, which is gained over the last 20 years in the international arena, throughout the activities of HAK.
Turkey has a Customs Union with the European Union (EU) that requires Turkey’s technical regulations and quality infrastructure to be integrated with the regional quality policy system of the EU. The Customs Union enables free movement of goods and includes the harmonization of the EU’s technical legislation on products and establishment of the EU’s quality infrastructure system including accreditation, conformity assessment, standardization and metrology in Turkey over the last 20 years.
With this perspective, national accreditation body of Turkey (TURKAK) was established in 1999. TURKAK, started to provide accreditation services in 2001 and became a signatory of MLA with European Accreditation (EA) for all the available accreditation schemes at 2008. Currently TURKAK is a full member of EA, International Accreditation Forum (IAF) and International Laboratory Accreditation Cooperation (ILAC).
On the other hand, the national standardization body of Turkey (TSE) became a full member of the European standardization organizations (CEN and CENELEC) as of 1 January 2012. TSE harmonized nearly 99% of the European standards as Turkish standards. In the light of improvements in standards and accreditation, systems almost all products that are produced in Turkey can enter world market without additional testing or certification.
HAK is the only institution, which has the authority to provide halal accreditation service in Turkey, and its fundamental duties are as follows:
